Subject: Temporary Closure of Pleasant Valley Park- Update #2

Dear Community Members,

Over the past month, the District has worked closely with the City of Jurupa Valley, Burrtec Waste Management, Riverside County Environmental Health, and the on-site contractor to address the potential contamination at Pleasant Valley Park. Out of an abundance of caution, approximately 700 cubic yards of soil have been removed from the site. Following numerous soil tests, it has been determined that there was no hazardous waste contamination at the park. The firefighting foam used in conjunction with the original incident on November 29, 2025, was an environmentally safe product. Unfortunately, this information was not known at the time of the incident, and precautions had to be taken to ensure the safety of all.

Currently, an additional 300 cubic yards of soil are scheduled to be removed from the site. Those operations will resume once a clear window in the weather forecast is available. This soil will be removed in the same manner and with the same precautions as the previous soil was removed.  Once completed, new certified clean soil will be brought in to fill the void left. This is anticipated to take three to four weeks, depending on the weather. At that point, the District's Landscape Contractor will begin reinstalling irrigation lines and turf. Large roll sod will be used to help expedite the process. Once completed, the turf will need a few weeks to properly root before the park can be reopened for public use. Prior to the reopening of Pleasant Valley Park, the entire facility will undergo thorough pressure washing and cleaning.

We understand the inconvenience this may cause and appreciate your patience and cooperation for the safety of all during this time. Updates will be provided as soon as more information becomes available.  Updates can be found on our website at https://www.jarpd.org/pleasant-valley-park

Subject: Temporary Closure of Pleasant Valley Park

Dear Community Members,

On Saturday, November 29, 2025, a fire occurred in the City of Jurupa Valley involving a waste truck at the intersection of Wineville and Park Center Dr. As part of the Riverside County Fire Department's firefighting efforts, a firefighting foam was used to suppress the flames. This foam ultimately mixed with the water used in fighting the fire and flowed into the storm drain near the incident. Riverside County Fire Hazardous Material Response Team and Riverside County Environmental Health Department were dispatched to the scene as a result. It was determined that the materials ultimately washed through the storm drainage system into a retention basin at Pleasant Valley Park. As a result, the retention basin is currently considered potentially contaminated, and the potentially contaminated soil must be removed in a secure manner and then replaced with clean soil. The safety of residents within the area is our number one concern. As a result, Pleasant Valley Park is currently closed and will remain closed until all potential contamination is properly removed from the site and the site is restored. The waste hauling provider has contracted a hazardous waste clean-up team.

Out of an abundance of caution, approximately four feet of soil from the bottom of the basin will be excavated and tested for potential contamination. New soil will also be imported once the site is deemed safe, and then new turf will be installed. While none of the potentially contaminated water reached the play equipment, picnic tables, or basketball court, the entire facility will be steam-cleaned and pressure-washed before reopening.

The District is actively assessing the situation and working with local authorities, including the City of Jurupa Valley and the Riverside County Department of Environmental Health, to conduct a thorough and proper cleanup, testing and restoration. Until these measures are complete and the area is deemed safe, the park will remain closed to public access.

We understand the inconvenience this may cause and appreciate your patience and cooperation for the safety of all during this time. Updates will be provided as soon as more information becomes available.  Updates can be found on our website at https://www.jarpd.org/pleasant-valley-park
